Board is draggable outside the window on STRG pressed

The board is moving out of the view on strg pressed. If strg-key is being released or if I am starting to zoom, the board jumps back. The user should not be able to drag the board outside the view. If it happens, the board should immediately jump back, regardless of the keys pressed.
